President, Ranpac, Inc., and Trans-Pacific Consultants, Inc.

Won Sang Yoo

Won Sang Yoo founded Ranpac, Inc., in 1976.  Won has successfully guided Ranpac through tremendous growth during the last four decades as it has become a dominant entity in Southern California land development.  Under Won’s direction, Ranpac has been the instrumental consultant in some of the best-known development projects in Southern California, including Terramor, Bear Creek, Redhawk, Vail Ranch, Santa Rosa Springs, and Crowne Hill.  Ranpac has developed or provided consulting services on more than 10 master-planned communities and 30,000 residential lots in various stages of development, and has recently added design, entitlement, and construction of self-storage facilities such as Smith Ranch Self Storage in Wildomar and Ranpac Self Storage Elm in Murrieta to its portfolio.

Also under Won’s direction, his engineering firm, Trans-Pacific Consultants, Inc. (TPC), successfully managed A.D. 159 and A.D. 161 to provide infrastructure for 11,500 acres of residential, commercial, and industrial development.  Key components of this project were the widening of 8 miles of State highway from a 2-lane highway to a 6- to 10-lane highway.  Won guided TPC from inception of planning feasibility studies and environmental analysis to design of construction drawings and construction management.  Total construction cost was approximately $190,000,000.

Won holds a Master’s Degree in Urban Planning from California State University, Long Beach; and he is a Registered Professional Civil Engineer, a Registered Geotechnical Engineer, and a Licensed Real Estate Broker in California.  He has more than 44 years of experience in land development and civil engineering.  

From 1999 through 2003, Won served as a member of all three committees formed by the County of Riverside for the purpose of developing the Riverside County Integrated Plan (RCIP) to guide the County through the following twenty years of growth—the General Plan Advisory Committee (GPAC), the Multi-Species Habitat Conservation Plan (MSHCP) Advisory Committee, and the Community Environmental Transportation Acceptability Plan (CETAP) Advisory Committee.  

Won’s experience also includes extensive coordination with resource agencies including the U.S. Fish & Wildlife Service, California Department of Fish and Game, California Water Quality Control Board, Army Corps of Engineers, and Caltrans.

Project Manager, Ranpac, Inc.

Samuel H. Yoo

Sam Yoo earned his Bachelors Degree in Civil Engineering in 1999 from the University of California, Los Angeles; and he is a licensed California Real Estate Salesperson.  He has worked for Ranpac for over 20 years as a project manager, financial analyst, and acquisitions underwriter.   

As project manager of the Terramor Master-Planned Community in the South Corona area of Riverside County, consisting of 1,443 dwelling units and 4.4 acres of commercial, Sam was responsible for managing all consultants from inception of design and planning to completion of the Environmental Impact Report.  He processed the Terramor Specific Plan and EIR through resource and regulatory agencies including the U.S. Fish & Wildlife Service, U.S. Army Corps of Engineers, California Department of Fish and Game, Caltrans, California Water Quality Control Board, and the Riverside County Environmental Planning Department.  He successfully obtained approvals at each level.  Sam has significant experience processing and negotiating with the Riverside County Environmental Planning Department and the Regional Conservation Authority for conformance to the Multi-Species Habitat Conservation Plan.

Sam has also been responsible for obtaining tentative tract map approval for over 1,500 single-family-residential lots in the Menifee Valley and Winchester areas of Riverside County, and has been involved in the sales and marketing of approved projects, including preparing construction cost estimates and negotiating with buyers.  His experience has also included participation in the formation of two local community facilities districts with a total construction cost of approximately $80,000,000.  

Sam’s latest projects have included managing the design process for Ranpac’s two self-storage facilities, working with the Cities of Murrieta and Wildomar to obtain approvals, and managing construction of the buildings.

Sam has served as President of the Temescal Valley Heritage Foundation since 2001, and he is currently serving as a committee member of the Winchester Municipal Advisory Committee.
